What is Violation? What are the types of violation? Mention few examples of types of violations?

What is Violation? What are the types of violation? Mention few examples of types of violations?

Violation defined as willful act which is against the rules, norms, standard etc. done by individual worker to complete the task like maintenance, inspection, driving etc. Sometimes these type of violation lead to incident at workplace. Individual involved in the violation injured himself and sometime his act injured others. Violations usually done to complete the task assigned to worker in convenient manner. Maximum time violation done to complete the productivity task. Violations found very common among those who are local residents to the plant premises in comparison to those who are living far from the plant premises. Also violation done by workers as they are not aware of the consequence and they are unaware about the benefits of doing job safely. Violation can be reduced considerably by the way of imparting awareness about health and safety significance, sharing about the consequence of violations etc.




There are three types of violations as per HSE (Health and Safety Executive)
1-      Routine,
2-      Situational,
3-      Exceptional.

Routine Violation:

 When worker thinks that there is no rule to follow and doing violation is way of life. Time saving, increasing productivity, competitive image lead to such type of violations.

Situational Violation:

This type of violations occurs due to bottleneck faced by individual worker while performing his job at workplace. Poor workplace design, inadequate supervision, night working, lone working, standard equipment absence etc. are the examples of cause of situational violation. Usually these violations done by worker due to constraints in following the workplace norms, standards etc.

Exceptional Violation:

When there is some breakdown situation occurs and there is need arise to get the work done as soon as possible then such violation commit by workers. It means to solve an existing problem worker violate the norms and standards of health and safety.

Examples of Violations:

Routine: 

Condition 1- Traffic lights norms broken in routine because nobody at that place is following the same.

Condition 2-Using mobile phone while driving as everybody does the same in his surrounding.

Situational:

Condition 1- Traffic lights norms broken during morning time because of fear of losing attendance at workplace. So to reach in time worker commit this type of violation.

Condition 2-Using mobile phone while driving in morning time because daily production report timing to boss and driving to office time is same.

Exceptional: 

Condition 1- Traffic lights norms broken in order to attend important event at office like to attend the breakdown in the machinery as soon as possible.

Condition 2-Using mobile phone while driving to explain the serious incident information to immediate superior.


Ways of minimizing Violations:


-         Organisation should provide clear cut and ambiguity free standard operating procedures, rules and norms for health and safety.

-          Regular awareness should be provided about the health and safety norms especially during any change and modifications in SOP’s, rules etc.

-          Consequence management to be taken in orderly manner to stop the violations. For example during first violation warning letter then fine and so on.

-          As much as possible visual display should be increase to stop the violations.

-          Lead by example – Top management should lead by example in way of doing the tasks.


Kindly consider worker means worker or employee or manager or visitor or any individual associated with the workplace.
